DECLARATION
PATRIOTIC CONGRESS FOR NATIONAL RECOVERY

Haïti can no longer endure. Criminal gangs have seized control of our country, and the Government has failed to protect its citizens. Since the assassination of President Jovenel Moïse, the country has spiraled deeper into an escalating cycle of destruction: gangs have spread violence and devastation across more territories; supplanting state authority; daily life has become intolerable; over one million of our brothers and sisters have been displaced and forced to live on the streets; children are unable to attend school; there are no hospitals to care for the sick; and politicians continue to struggle for power without a real commitment to the fight against insecurity; nor any coherent vision for the nation.
As we write, gang violence has intensified, and they are on the brink of seizing full control of Port-au-Prince. It is therefore extremely urgent that the victims of this situation and those in solidarity with them provide a strong and organized collective response to this criminal project aimed at destroying Haïtian society.
Now is the time for every Haïtian, man and woman, child, youth and adult, peasant and city dweller, living in the homeland or abroad, to take responsibility as a citizen!
Now is the time for us to unite and reclaim control of our destiny!
Therefore, we call upon all Haïtians to participate in a Patriotic Congress, a gathering where all sectors of society can engage in dialogue and determine the path forward to rebuild the nation on a new foundation. This Congress will focus on three key objectives
- Security above all else
A nation cannot exist without security. Life itself is unlivable without security. We must take immediate action to resolve the security crisis, restore control of the country’s territories, reconnect Port-au-Prince with the other departments, allow displaced families to return home, and facilitate the resumption of economic and social activities.
- Breaking the cycle of transitional governments
We must establish conditions that allow the people to elect their leaders freely—without manipulation by those in power, without the influence of local and international mafias, and without foreign intervention. This is the only way to provide leaders with legitimacy and popular support, allowing them to rebuild the country’s institutions and place it on the path to peace and development.
- Reevaluating our governance system
Should we perpetuate the system that has led us to disaster? Can it provide the security we need? Can it get us out of the impasse of repeated transitions? Should we not, on the contrary, build a governance based on the rule of law freed from the control of mafia and political groups which do not serve the general interest, a governance equipped with legal, institutional and cultural mechanisms capable of preventing our enemies from destroying the nation inherited from our ancestors?
We, the undersigned, wish to make it unequivocally clear: We are not seeking any position within any transitional government.
It is Haiti, our country, that we seek to save.
We call upon all Haitians, wherever they may be, to join together and make this Congress the first step toward meaningful change.
Long live Haiti!
